ASSISTANT ATTORNEY GENERAL JUDITH MCCARTHY
ADDRESSES WHITE PLAINS BAR ASSOCIATION

On November 19, 2008, the Association hosted a presentation by Judith C. McCarthy,
Assistant Attorney General in Charge of the Westchester Regional Office of the Office of
the New York State Attorney General. Ms. McCarthy provided the Association with an
overview of the role of the Attorney General's office and the range of services rendered by
the Westchester Regional Office to the legal community and the public at large. Ms.
McCarthy explained that the Westchester Regional Office serves Westchester, Putnam
and Rockland Counties and provides legal representation to the State Correctional
Facilities, a State Psychiatric Center as well as a variety of state agencies located in the
region and litigations arising from accidents which occur on local state parks and
highways.

In addition to the Attorney General's office appearing in state and federal courts to
represent the State's interest in a variety of litigation, the Westchester Regional office also
plays a leading role in consumer protection and consumer education in the region. Ms.
McCarthy discussed her office's public outreach about consumer issues, including the
Attorney General's Bureau of Consumer Frauds and Protection. The Bureau of
Consumer Frauds and Protection maintains a consumer helpline at 1-800-771-7755 and
prosecutes businesses and individuals engaged in fraudulent, misleading, deceptive or
legal trade practices. Of particular interest to the members of the Association present for
Ms. McCarthy's discussion, was the fact that the Attorney General's office mediates
thousands of complaints each year from individual consumers and that a significant
number of them are resolved satisfactorily through the mediation process.
